THE DOJ CORRUPTED COMPLAINT
On January 21, 2014, almost two years after the initial exposure of the Mayoral Election Fraud Conspiracy (MEC), a Department of Justice complaint was filed with the San Diego Federal Court, and as usual there is little to no mention of DA Dumanis's involvement, or any other elected official that was receiving illegal money from Matsura.
There are post resignation public discussions, on the criminal activities of former Mayor, and convicted Sex Predator Bob Filner. However the only mention of Dumanis, Filner, Vargas, or Fletcher in the election fraud criminal complaint, is as a #ed Candidate, that received illegal money from Matsura's conspiracy. A lot of money.
The filing of that DOJ complaint has provided ANOTHER evidence trail of a "DUAL" system of arrest and prosecution in the DOJ, and it's investigation agency the FBI. Two different standards, and two different sets of laws, that are applied based on protecting Public Law Enforcement Unions, their employees, and their Political Party affiliations, from criminal arrest and prosecution. A dual system where the primary criteria for investigation, and prosecution, is whether or not the criminals, and their co-conspirators, are wearing "BADGES".
Multiple sources indicate there is a major battle going on inside the San Diego DOJ, over why Dumanis is being protected in the Mayoral Election Conspiracy investigation. It would appear that not all of the DOJ personnel knew about the long term DOJ/FBI conspiracy with Dumanis, and other Law Enforcement Unions, to cover up public corruption crimes in San Diego County.
U.S. Attorney Laura Duffy recused herself from the Mayoral Election Conspiracy investigation early in the process, with press releases stating it was just precautionary to avoid any appearance of conflict. This was reportedly due to Duffy's involvement in the Mexico Sempra Energy investigation, that also involved Mexican billionaire conspirator Matsura. A case with accusations of political corruption and cover up flying in all directions, including the DOJ and FBI.
Duffy is also fresh off another DOJ two year criminal conspiracy to obstruct justice in the Appellate Courts, that also blew up in her face, and the DOJ's. A case where Ninth Circuit Court Judges publicly ridiculed Duffy's DOJ Attorneys, for Public Corruption involving premeditated Prosecutorial Misconduct.
Acting U.S. Attorney Cindy M. Cipriani was appointed to handle the Mayoral Election Fraud Conspiracy. Cipriani stated, "We will not tolerate fraud in our elections at any level".
Obviously, there is either some secret exemption for First Responder Unions, or the DOJ/FBI did not brief Cipriani on the Oceanside Police and Firefighter Election Fraud Conspiracy, and multiple evidence tampering conspiracies between the DA's Office and the OPD. All of which were covered up by the DOJ/FBI. Not to mention every law enforcement union in the County, that was contacted by this reporter, during the past five years.
On July 24, 2015, Cipriani was contacted for comment. Cipriani stated she was no longer handling the Mayoral Election Fraud Conspiracy investigation. When questioned about the Oceanside FFA and OPA Election Conspiracy, and the wide spread evidence tampering between the OPD and the DA's Office, Cipriani stated she had never heard of any public corruption of this nature.
Cipriani would not provide the name of the new DOJ Prosecutor, but advised she would forward this reporters contact information to the appropriate DOJ Attorneys, with my request for comment. An e-mail links to this article was offered and accepted, so that she could forward it to the appropriate DOJ attorneys.
THERE HAS BEEN NO FOLLOW UP FROM THE DOJ AS OF THAT DATE. A STANDARD TACTIC OF DOJ/FBI PUBLIC CORRUPTION COVER UP THAT HAS BEEN OBSERVED BY THIS REPORTER ON DOZENS OF OCCASIONS.
A COMPARISON OF TWO DOJ/FBI ELECTION FRAUD CONSPIRACIES, ONE FULLY PROTECTED, ONE PARTLY PROTECTED, BOTH BASED ON A POLITICAL AGENDAS
The DOJ 2014 Criminal Complaint in the MEC, and follow up investigations, say that on or about 2011 a "foreign national" now identified as Mexican billionaire Jose Susumo Azano Matsura set up an election fraud conspiracy. The conspiracy was to use multiple "STRAW DONERS" AND "STRAW COMPANIES" to manipulate U.S. elections, and buy influence from the Officials elected.
"STRAW" being Companies and people controlled by/ employed by, or bribed by Matsura to advance the conspiracy, and facilitate the transfer of illegal money from Matsura into U.S. Elections via "Political Action Committees" (PAC's). All in violation of U.S and State Laws. Candidates PAC campaign finance records would be falsified (criminal perjury) to hide Matsura's illegal money.
Matsura did not become a Billionaire, with a long history of Public Corruption, and no observable history of Jail Time, by being stupid. Matsura knew exactly who he was giving $500,000.00 to, in multiple election cycles, and that those candidates would take the money, with no questions asked.
Two of Matsura's conspirators, and "STRAW DONERS" named in the Federal Complaint were Ernesto Encinas, and Ravneet Singh. Encinas was a retired San Diego Police Detective, and a reported long term friend of DA Dumanis. Encinas now worked as a security consultant to Matsura. Ravneet Singh was a Washington D.C. election campaign consultant, operating as Election Mall Inc.
Encinas is just the most recent example of long term public corruption involving the San Diego PD, which was also recently white washed by a DOJ/FBI fake investigation. More Police Sex Predator and Drug Distribution Corruption that was covered up by Dumanis, the DA's Office, and the SDPD for years, because the criminals were cops.
Matsura's Mayoral conspiracy was set up to move approximately $500,000.00 of illegal money from Matsura (A Foreign National), through Encinas, Singh, and others to support the election of at least four Southern California Elected Officials, and candidates. Candidates that Matsura believed were willing to sell him their political, and legal influence.
Those Candidates taking money, that have been identified so far, include San Diego District Attorney Bonnie Dumanis, former San Diego Mayor, and convicted sex offender Bob Filner, Congressman Juan Vargas, Former Assemblyman Nathan Fletcher, The Democratic Party, various Democrat Committees, etc. Money that was per-planned for, and distributed illegally, to buy the Candidates influence and support.
Dumanis's campaigns and supporting PACs reportedly received more than $200,000.00 directly, or indirectly from Matsura, and his "STRAW" companies and donors. Money that records indicate supported two different Dumanis campaigns, in two different election cycles, covering a time period of two to four years.
Dumanis would later claim she had no legal obligations to look into, or ask questions about where the money came from, or who provided it. A self-serving political denial which defeats the entire concept of campaign finance laws, that Dumanis is sworn to investigate and enforce. All while she reportedly had multiple meetings, and contacts, with conspirators Matsura, and Encinas.
Disclosures, that all evidence indicates, sent shock waves through the DOJ and FBI Offices in San Diego. As more and more evidence of Dumanis's involvement in the conspiracy surfaced in documents, e-mails, and news reports, confirming Dumanis meetings with the conspirators. Meetings that Dumanis previous denied, or was intentionally vague about. Meetings that should have been monitored in ongoing DOJ/FBI Task Force Investigations.
Revelations that were accompanied by an obvious DOJ/FBI investigation slow down, of Dumanis, which has became more evasive as time passes. An investigation pattern observed by this reporter on multiple occasions, involving the DOJ and FBI cover up of Public Corruption crimes, involving Dumanis, and other Law Enforcement Agencies.
Dumanis repeatedly lied about knowing, and meeting with Matsura, Encinas, and Singh, while her election campaigns reaped the benefits of the corrupt money flow from Matsura and his co-conspirators. A District Attorney that claims she is not smart enough to look at, or care about, more than $200,000.00 in donations to support her election campaigns. An experienced Criminal Prosecutor and Campaigner, that only looks for corruption in other people's non-union campaigns, while conspiring with the DOJ/FBI to cover up First Responder Election Fraud in Oceanside, CA.
It is not know if the FBI/DOJ even took the time to interview Dumanis, Filner, or any other candidate, or if Dumanis told the same lies to FBI agents, that she reportedly told reporters. Either way that looks very bad for a DOJ/FBI with the kind of documented history of public corruption, connecting the FBI/DOJ and Dumanis to a whole range of Law Enforcement Agency public corruption crimes in San Diego County, going back more than a decade.
ALL OCCURRING WHILE SECRET HIGH PRIORITY MULTI-AGENCY TASK FORCE INVESTIGATIONS OF MATSURA WERE UNDERWAY IN THE DOJ/FBI, HOMELAND SECURITY, IRS, SEC, THE SAN DIEGO POLICE DEPARTMENTS, ECT, ECT,.

Dumanis reportedly sent a message to her supporters stating "If these allegations are true, I want these individuals to be held responsible for violating the law, and trying to pull a fast one, on the people of San Diego".
The only "FAST ONES" this reporter has observed are coming from the DOJ, FBI, Dumanis, the DA's Office, Homeland Security, the SDPD, the IRS AGAIN, etc., etc., etc.
THE DOJ/FBI/DUMANIS OTHER ELECTION FRAUD SKELETON IN THE CLOSET
In January 2009 the Oceanside Police Officers, and Firefighters, were among the highest paid in the County, but they wanted more pay and benefits. No matter how much debt the City, and its citizens had, as a direct result of the existing Police and Firefighter contracts. They still wanted more. They had demonstrated on many occasions they did not like taking "NO" for an answer.
The Police and Firefighter unions had spent approximately a million dollars, over the previous ten year trying to seize, and maintain voting control in the City Council. The objective was to turn the City treasury into the Firefighters and Police Officers personal piggy bank. The Police & Firefighters had a new expanded union contract they knew would not pass in the current make up of the City Council, and there were no regular elections on the schedule before their contract expired.
The results of such First Responder Public Corruption has been vividly observed, and its effects demonstrated in other cities. Bankrupt Cities, like San Bernardino, and Ft. Stockton, CA., and near bankrupt cities like San Jose, CA., and Chicago just to name a few recent examples. First Responder Unions have been criminally conspiring to manipulate elections, for more money, for decades, with the full protection of other Law Enforcement Unions, including the DOJ/FBI.
Even worse news for the FFA and the OPA Unions, was pro-citizen Council Member Kern was proposing the privatization of parts of the Police and Firefighter services to save money. That piece of news put the Cops and Firefighters into PANIC mode. The Police and Firefighters immediately recognized a real long term threat to their direct access to the City Treasury, with a potential membership decline, along with their financial resources.
All semi-legal methods to seize control of the City Government had failed, so the Police and Firefighters decided to do it the ILLEGAL way, just like Mexican Billionaire Matsura in the Mayoral Election Conspiracy (MEC). Through the back door, with illegal money, and conspiracy to criminally defraud citizens.
The Oceanside Police Firefighter Election Conspiracy was well planned, and it had inside protection. Better planning than the San Diego Mayoral Election Conspiracy, and the Police could use their legal powers to protect co-conspirators, and coerce any opposition to keep quiet, while suppressing complaints and investigations.

All with the confident belief that other law enforcement groups would support the corruption, and help cover it up. A protection belief that was verified by this reporters contacts with other agencies over a six year period.
The Police Officers Association (POA), and Firefighters Association (FFA) conspired to set up "STRAW POLITICAL ACTION COMMITTEES (PAC's)", just like the San Diego (MEC). Campaign finance records were then falsified to hide the financial source of the money, and the total control of the Police Officers, and Firefighters.
The Cops and Firefighters had to hide the source of the money, to support pre-planned Fraudulent Campaign Literature, and the flow of that money to other supporting Public Officials. As a former Police Officer this reporter use to call that a criminal conspiracy to falsify public records in an election, and its cover up was Obstruction of Justice.
JUST LIKE THE CURRENT MAYORAL ELECTION COVER UP.
Fraudulent Campaign Literature was designed, and distributed, with the intent to manipulate Oceanside citizens votes, with false information, in a Recall Petition Drive, City Council Votes in accepting the Petition Drive, and in the Recall Election itself. All for personal profit of the Cops and Firefighters that were planning, financing, and running the conspiracy, while falsifying campaign finance records to hide it. Which is conspiracy to commit criminal fraud, and the DOJ/FBI had the complaints, public record evidence, and State FPPC Verification, to prove it.
"STRAW DONORS", like the San Diego MEC, WERE ALSO used by the POA and FFA to move money into the fraudulent Campaign, it fraudulent literature, the fraudulent Kern Recall PAC, and other supporting fraudulent PAC's.
Those "STRAW DONORS" included former Oceanside Police Officer, Mayor Jim Wood, and former Public Defender, Deputy Mayor Ester Sanchez. Both politically, and financially supported by Oceanside Police and Firefighter Union money through out their political careers. Just like Matsura, the FFA and OPA, also had paid inside elected official support.
Mayor Wood and Deputy Mayor Sanchez knew about the fraudulent Petition drive, because they helped set it up, pay for it, and protect it. This undercover reporter personally told Wood and Sanchez about the corruption on multiple occasions in public meetings, that were recorded on video. Sanchez, in the presence of City Attorney Mullen, even threatened this reporter, to keep quiet about the public corruption, under threat of legal action, from the Chief of Police, and the City of Oceanside. A common documented public corruption cover up practice in Oceanside.
Mayor Wood and Deputy Mayor Sanchez also knew about the falsification of Campaign Finance Records, because they helped to pay for the development and distribution of the falsified campaign literature, with money flowing through their PAC's, from the Police and Firefighters. They also had direct knowledge and public record evidence of many of the other Police public corruption, and evidence tampering crimes. All before they voted to accept the fraudulently obtained petition drive signatures, and set a date for the fraudulent Recall Election.
Wood, Sanchez, the City Attorneys Office, and others also conspired with the Police and Firefighters to protect the election fraud, and other felony crimes from investigation, by suppressing all citizens complaints made in public council meetings, and threatening Police Officer witnesses to keep quiet about Police corruption.
Public speaking sessions for citizen complaints, protected by law, were intentionally manipulated to discourage public descent. Suppression that was enforced by Mayor Wood ordering Police to remove citizens from public speaking sessions, if they complained about the Police and Firefighter corruption.
All of which the DOJ/FBI, and DA Dumanis, had multiple complaints, written and in-person, with extensive public record evidence. All while the FBI/DOJ joined that Police and Firefighter conspiracy, suppressing their own investigations.
The Police and Firefighter Election Fraud Conspiracy set the stage for the election of the POA/FFA "STRAW CANDIDATE CHARLES LOWERY". Lowery was only in office for six months to fill out the remainder of resigning Council Member Chavez's term. Upon election, Police/Firefighter Candidate Lowery immediately joined Wood and Sanchez in approving the long stalled Police and Firefighter contracts, with even more pay and benefits than the original contract proposal had.
When Lowery failed to get re-elected, he was literally selling his votes for cash, to the FFA and POA on more expanded contracts, as he walked out the door, on his last day. Last minute "Donations" from the FFA and OPA, to the penny, paid off all of Lowery's campaign debts, and personal loans. A day loaded with criminal public corruption conspiracy involving "STRAW" Mayor Jim Wood, with Pre-Approved contracts, that did not exist yet, in a Council Meetings called under EMERGENCY CONDITIONS, by Mayor Jim Wood, the day before Lowery leaves Office.
All while the FBI/DOJ knowingly looked the other way.
New provisions added to the contract at the last minute, by Wood, Sanchez, Lowery, the FFA, and the OPA, transfered Council staffing controls of Firefighters and Police Officer, from the citizens, to the Fire Department. The Police and Firefighters wanted to make sure that any future Election changes in the Council make up, during the life of the contract, would not allow any privatization of their services, or reduction in their union finances, and they could expand the Union as they saw fit.
That Police, Firefighter, DA, DOJ, FBI, election conspiracy cost the citizens of Oceanside more than $5,000,000.00 in additional cost, over the three year period of the contract. Five Million dollars that did not include more than five hundred thousand for a corrupted Recall Election, and a special election to replace CM Chavez when he resigned under pressure from the FFA and POA unions. That's a very good return for a $500,000.00 investment, by Firefighters, and Police Officers, involved in criminal fraud, to manipulate elections.
The overall cost of the FBI/DOJ criminal fraud of San Diego citizens, in the San Diego Mayoral Election Conspiracy is still expanding, and is expected to be far beyond the $5 Million plus Police and Firefighter Election Fraud Conspiracy in Oceanside.
The Oceanside Election Fraud was investigated and verified by the California Fair Political Practices Commission (FPPC), just like the MEC. The FPPC issued notices to the FFA Union PAC, the Parks & Beaches PAC, and the Kern Recall PAC, to stop falsifying campaign finance records, and make immediate corrections. Legal notices that did little to help the citizens, because the election was over, and still fully protected from investigation at all levels, including the DA's Office, and the FBI/DOJ.
JUST LIKE THE SAN DIEGO MAYORAL ELECTION CONSPIRACY
The FPPC also forwarded the documentation to the San Diego County District Attorneys Office for prosecution, where it was immediately buried. This reporter hand carried copies of the documents, with copies of public record evidence on the conspiracy, and delivered it to the FBI/DOJ, the San Diego District Attorney's Office, and the California Attorney Generals Office. All contacts were recorded on Audio.
Not one Law Enforcement Agency was willing to investigate First Responder Election Fraud Conspiracies, so the fraud continued. Six month later, the City Clerk was filing more complaints with the FPPC, against the FFA, for more campaign finance record falsification issues.
In 2014 the Police and Firefighter support once again got Lowery elected to the council. The first thing the corrupt trio did was to aggressively obstruct the citizens Charter City status, by voting to restrict all city work to union organizations. The same unions that helped the Cops and Firefighters finance their election fraud conspiracy in 2009-2010.
All of which the DOJ/FBI, and DA Dumanis's Office knew about, and criminally conspired to cover up, to protect a long list of public corruption crimes in San Diego County. Just like the Mayoral Election Conspiracy. Public Corruption crimes that have continued, and expanded, as of the date of this article, as demonstrated by the Mayoral and DA election fraud conspiracies in San Diego. Public Corruption which is alway connected to protecting, and expanding the pay and benefits of Law Enforcement Unions, and their union employees.
This is why the San Diego DOJ/FBI Offices are in total chaos over the investigation, and prosecution, of DA Dumanis's involvement in the San Diego Mayoral Election Fraud Conspiracy.
