OCEANSIDE POLICE CHIEF FRANK McCOY'S FIVE YEAR OF PUBLIC CORRUPTION CRIMES PAYS $$MILLIONS
If anyone thinks CRIME DOESN'T PAY, they need to look closely at the City of Oceanside, and the County of San Diego, California. Crime not only pays, it pays very well, it pays long term, and it's paid by defrauded citizens. Crime pays well if your a Dirty Cop, Dirty Public Union member, or a Dirty Politician financially and politically connected, to the Dirty First Responder Public Unions.
The Oceanside City Council has announced it's Chief Dirty Cop, Frank McCoy, will retire with an annual pension of $250,000.00. That's ONE MILLION TAX PAYER DOLLARS EVERY FOUR YEARS, FOR THE REST OF HIS LIFE, after only seven years of work. All of which involves wide spread felony criminal Public Corruption, fraud of citizens, and wide spread Conspiracy to Obstruct Justice. A crime spree with direct connections to the Cypress Police, the Long Beach Police, and even the Orange County DA's office. A documented long term history of conspiracy with the same City Council Members, that authorized the retirement payoff.
To add insult to injury, a News Media, with full knowledge of the long history of corruption, that conspired with the unions for money, while they looked the other way, and wrote fluff pieces on a Dirty Cop's retirement.

GTI News's five year investigation of public corruption in San Diego County, and Oceanside, Ca. was an eye opening experience, for this former Police Officer reporter. Oceanside Police Chief Frank McCoy is at the top of the list for corrupt cops in the County of San Diego, and HOPEFULLY not an example of other San Diego County Police Chiefs. This reporters direct knowledge, and experience with Chief McCoy's five years of public corruption in Oceanside, and it's cover up, started in 2008. It has expanded every year since that time, with continuing "Blue Wall" protection.
The public corruption cover up is like a Rubik's Cube that is constantly being criminally manipulated by Law enforcement, public agencies, and the public officials the unions control. Many of the Oceanside Police conspiracies are crimes within other crimes, that only surface for brief periods, and then they are quickly suppressed again. Conspiracies to suppress any information, or conduct, that can adversely impact the public image of law enforcement, and their unions ability to manipulate elections for financial and political benefit.
Chief McCoy's approach to law enforcement is very simple. Where ever possible, cover up all criminal conduct by law enforcement officers, suppress all criminal complaints and investigations involving police corruption, coerce witness to keep quiet, falsify elections to increase pay and benefits, and conspire with anyone that can help to achieve those goals.
This reporters investigations has disclosed Chief McCoy's corruption is not limited to the seven year period of employment in the City Of Oceanside, between 2006 and 2013. It is a series of over lapping criminal conspiracies, with common financial and self protection goals. All of which required the criminal support of the San Diego District Attorneys Office, The Oceanside City Council, the California Attorney General, a corrupt Governor Jerry Brown, and even the White House. All with parallel on going public union election fraud conspiracies.
2008 WHAT McCOY'S PD KNEW & COVERED UP
In 2008 the criminal corruption floating to the surface in the San Diego DA's office was so extensive, the DA's were happy to protect any police department that would protect them in tern. The DA corruption cover up would give Chief McCoy the perfect cover for wide spread police corruption. In April 2008 the DA's cover up problem is the Cynthia Sommer Murder Prosecution conspiracy was falling apart, with the court order to overturn the conviction, and allegations of DA evidence tampering involving DA Dumanis herself.
In June of 2008 the OPD Police Sgt. Walter McWilson, Detective Mike Brown, DDA Anna Winn Embezzlement, Obstruction of Justice Conspiracy, and it's cover up, was active in the OPD Investigations Division. Sgt. McWilson conspired with his girlfriend to embezzle over $100,000.00 from her employer, obstruct justice, and fence stolen property. Lead investigator Detective Brown then conspired with DA Lead Prosecutor Anna Winn to protect McWilson from arrest. Each time the conspiracy surfaced in the following five years, the OPD, the DA's Office, and Chief McCoy suppressed all complaints and investigations. This reporters undercover phase of the OPD corruption investigation had provided the initial documentation of the McWilson Conspiracy in the presence of Chief McCoy, and the City Council.

June of 2008 was also the first exposure of a long term criminal insurance fraud scheme, operating out of the DA's insurance fraud division. A DA Insurance Fraud Pay for Play scheme with the full protection and knowledge of the Oceanside Police, and Chief Frank McCoy. An insurance fraud scheme that nets $5 Million dollars a year of tax payer money to the DA union's financing, by criminally conspiring to defrauding citizens of their insurance benefits. Detective Brown, like Chief McCoy would be instrumental in protecting the DA's insurance fraud scheme, which is still in operation to this day.

District Attorney Bonnie Dumanis Obstruction Of Justice & Criminal Insurance Fraud Selling Prosecution Of Citizens To Private Businesses For Five Million Dollars A Year
The Police - DA mutual protection system (Blue Wall) was active as usual, and all criminal complaints to Chief McCoy and the OPD were suppressed to protect the cash flow to the DA's office. In the last half of 2008 the advanced planning of the Oceanside Police and Firefighter Unions Election Fraud conspiracy was well underway. Chief McCoy, and the Police and Firefighter Unions clearly understood they would need the protection of the DA's office, if the election fraud conspiracy was exposed. Chief McCoy would protect the DA's $5 Million dollar a year insurance fraud scheme, and the DA's would protect the Oceanside Police-Firefighter Election Fraud conspiracy.
2009 WHAT McCOY'S PD KNEW & COVERED UP
The year 2009 would be a bumper crop year of Public Corruption protected by Chief McCoy. In January 2009 the Oceanside Police and Firefighter Union Election Fraud Conspiracy activated with the filing of the Kern Recall Election. An election fraud that would be verified by the State FPPC with numerous criminal and election code violations by the police, firefighters, and the City Council. Chief McCoy would openly conspire with the City Council Members, and others, in the years to come, to protect the first responder election fraud conspiracy from investigation, and cover up all police corruption from public exposure, that could adversely impact the City and Union financial resources, and his future retirement. A first responder union election conspiracy directly involving hundreds of Police Officers, Firefighters, DAs, and elected officials, that would defraud the in-debt citizens of Oceanside of more than $5 Million dollars in expanded Police and Firefighter pay, and retirement benefits.

OCEANSIDE POLICE & FIREFIGHTER ELECTION FRAUD CONSPIRACY
That same month the election fraud started, Chief McCoy's second know major police corruption cover conspiracy activated, with the false arrest of an innocent man, on felony assault with a deadly weapon charges. OPD Officer Jon Domonique made the false arrest through sheer incompetence in his field investigations. The innocent man would be jailed and prosecuted for the next thirteen months, while the police and DA's hid the evidence that would clear him.
Chief McCoy, the OPD, and the District Attorney's Office conspired to suppress all complaints and investigations, while an innocent man was financially and emotionally destroyed. McCoy and the OPD did not want adverse publicity, that could impact the on going election fraud conspiracy, and the DA's office did not want adverse evidence tampering information, that could be used against DA Dumanis and the DA's Office, in the Cynthia Sommers Murder cover up. This reporter gave the public record documentation to Chief McCoy, the DA's, and the Oceanside City Council, in person, and the process was recorded on digital audio, and video.

OPD OFFICER JON DOMONIQUE, DDA DANIEL RODRIGUEZ EVIDENCE TAMPERING CONSPIRACY, AND IT'S COVER UP
Three months into the election fraud conspiracy in April 2009, Chief McCoy's next major police obstruction of justice conspiracy started. OPD Officer Damon Smith was caught in court, under oath, in front of a Deputy District Attorney, confessing to eight years of evidence tampering in criminal investigations and prosecution, and evidence that other OPD officers were involved. Information that could destroy the credibility of the OPD, and expose the on going Police Election Fraud. Chief McCoy, the OPD, and the City Council actively conspired to suppressed all complaints and investigations, and coerced citizen complainers to keep their mouths shut.

OCEANSIDE OFFICER DAMON SMITH EVIDENCE TAMPERING CONSPIRACY & COVER UP
The DA's office actively supported the conspiracy to keep the evidence of eight years of corrupted police and DA prosecutions, out of the hands of Cynthia Sommers Attorneys. The Sommer case lead prosecutor and future co-defendant in the lawsuit, DDA Laura Gunn, would be quickly assigned to handle and suppress, the Officer Smith evidence tampering investigation. DA's confidential files and court files would later disclosed the DA's Office was criminally manipulating the civil and criminal court systems in the Sommer Case, trying to stop the filing of a $20 Million dollar lawsuit against DA Dumanis, and the DA's office.
Four months later, in August 2009, the Chief McCoy Conspiracy with Senior OPD Officers, to obstruct justice in the OPD Sgt. Lawson criminal investigation started. Police Sgt. Larson was drinking, driving, and throwing beer cans out the window of his vehicle in a residential area. Court records, and audio tapes of the conspiracy would surface, when the handling officer, refused to go along with the conspiracy, and blew the whistle. Each time the corruption surfaced Chief McCoy, the OPD, and the City Council would actively conspire to suppress all public complaints and investigations, to protect the ongoing election fraud conspiracy, and the public image of the first responders. When the audio recording evidence of the conspiracy eventually surfaced, even the City Attorney's Office joined the conspiracy and openly threatened witnesses, with arrest and prosecution if they disclosed evidence of cops, conspiring with other cops, to cover up the criminal conduct of other cops.

OCEANSIDE CITY ATTORNEYS THREATEN WITNESS TO PROTECT POLICE CORRUPTION
The following month September, the DA's office, and DA Dumanis got hit with the filing of the $20 Million dollar law suit for evidence tampering in the Sommer Murder prosecution. That law suit kicked the DA's office self protection cover up conspiracy into high gear.
2010 - 20133 WHAT McCOY'S PD KNEW & COVERED UP
Each of these police and DA corruption conspiracies is continuing to this date, with the full support of now retiring Chief Frank McCoy, the City Council, and others. Each of the public corruption cover up conspiracies has morphed into multi-layered conspiracies. As evidence of the underlying crimes surfaces, new cover ups develops. At each exposure Chief McCoy, and other dirty cops, and dirty DA's step forward to suppress complaints, and protect the underlying crimes of other dirty cops and dirty DA's from exposure.
McCoy's 2009 conspiracy with senior officer to destroy evidence of police corruption re-surfaced in 2010, 2011, and 2012, only to be reburied by everyone involved for personal, political, and financial benefit. The Police 2008 Sgt. McWilson embezzlement conspiracy surfaced three times only to be reburied to keep cops and DA's out of prison. Three Deputy District Attorneys have been quietly forced to retire, with agreements to keep their mouths shut, to avoid arrest and prosecution, and protect other on going police and DA public corruption, and McCoy's corruption is not limited to Oceanside, or the past seven years.
In December of 2010 McCoy's history of public corruption, and it's cover up, expanded to Orange County, LA County, and back in time to 1999. In 2010 Chief McCoy's wife Brenda, got one of McCoy's guns, and set up an ambush for Cypress Police Officers. Sources stated that a family fight had lead to the cop ambush incident, that endangered the lives of Cypress Police Officers. Brenda McCoy would later be sentenced to fifteen years in prison for the assault on police officers. Sources in the Cypress Police Department, and the Orange DA's office confirmed that Chief McCoy lied under oath in the trial of his wife Brenda. All evidence indicates the lies were not to protect his wife, but to protect his career in Oceanside as Chief of Police. There has been no follow up arrest, or prosecution of Chief McCoy by Orange DA's, even though they are aware of the perjury, and it's underlying circumstances.
This reporters investigation, and sources in the Cypress Police Department, and the Orange County DA's office, disclosed the potentially deadly assault on innocent police officers, could have been avoided, if other Chief McCoy crimes had not been covered up in the past. Sources confirmed that the 2010 shooting incident, was not the first time that Brenda McCoy got one of Chief McCoy's guns, and went looking for Hubby.
In 1999 Chief McCoy was Commander McCoy, of the Long Beach Police Department, and recently elected Council Member McCoy, in the City of Cypress. Brenda, reportedly in a suicidal depression, took a gun and went to Long Beach looking for Hubby, Commander McCoy, and was joined by two local senior Cypress Officers in a search of the Long Beach area for wife Brenda. The Long Beach PD Swat Team was also reportedly called out for the search. Brenda McCoy was located at the Long Beach Pier, and the gun was reportedly thrown in the Ocean.
There was no record of the incident, no charges were filed, and Commander McCoy was simply allowed to take his wife, and leave the area. There was no evidence that Brenda McCoy ever received any professional help, that could have prevented the 2010 gun ambush on Cypress Police Officers. A second gun assault involving police officers, which reportedly upset a large number of the Cypress officers.
However, Police Commander, and newly elected Cypress Council Member McCoy's career was protected, so he could go on to become Dirty Chief McCoy of the City of Oceanside. A Chief of Police that went into the Orange County Superior Courts, and lied under oath, to protect his career, and future retirement, while his wife went to prison. A lush retirement well worth protecting.
Chief McCoy is proof positive that PUBLIC CORRUPTION CRIMES PAY. They not only pay, they pay big time. McCoy will receive a reported $250,000.00 a year for life, from the in-debt citizens of Oceanside. Millions of tax dollar, for seven years of police corruption and organized crime, and McCoy corrupt co-conspirator Police Officers, City Council Members, and public employees are still on the public dole, soaking up the citizens stolen money.
