Oceanside 12 year veteran Police Sgt. Walter McWilson's Grand Theft Conspiracy is just the latest in a growing list of Oceanside Police Officers, involved in felony crimes, and conspiracy to cover it up. An expanding list of public corruption involving over 200 Oceanside First Responders, Elected Officials and District Attorneys in San Diego County, California. Wide spread felony criminal conduct by police officers with highly questionable background conduct. Criminal conduct that is even raising questions about the hiring standards for law enforcement officers in Oceanside, and other cities in California.
In November 2009 Sgt. McWilson was arrested on fourteen counts of grand theft, receiving stolen property, and conspiracy with his girlfriend Aimee Rich. The McWilson arrest, unlike previous Oceanside Police corruption, was a very public exposure of Oceanside Police Officer felony crimes, that could not be suppressed, and covered up, like so many other on going Police, and District Attorney Conspiracies.
In May 2008, the owner of Royal Pacific Construction, Richard Day, filed a criminal complaint with the Oceanside Police, stating that their employee Aimee Rich had been stealing funds from Royal Pacific going back to 2004. A company audit had disclosed that Ms. Rich had been issuing company checks to people, for work that was never done, and Ms. Rich had been using company credit cards without authorization, to buy large amounts of expensive persoanl items, including TV's, audio equipment, and home improvement products.
An Oceanside Police, and District Attorney, eighteen months investigation disclosed that Oceanside Sgt. McWilson had conspired with Rich to defraud Royal Pacific Construction, and he had received more than $35,000.00 in stolen property. Police and DA press releases indicated that Aimee Rich had initially stated that the embezzled funds had been used to buy gifts for her friends, but declined to name those friends, stating she did not want to cause problems for them. Approximately a year later, in mid to late 2009, Rich turned states evidence, naming McWilson as her accomplice.
All evidence indicates the on going criminal investigation of a citizen Rich, and her late plea bargain declaration, of felony conduct by McWilson, removed any chance of the OPD covering up Sgt. McWilson's involvement in felony crimes, as the Oceanside Police had done on multiple previous occasion. As usual all information on police criminal corruption is being suppressed using the California State employee privacy laws, and declarations that the cover up is "In The Best Interest Of The Public".

In February 2010 Sgt. McWilson plead guilty to three, of the fourteen counts of receiving stolen property. Sgt McWilson was sentenced to one year, with promises of a reduction to as little as 6 months if he made restitution to the victims.
McWilson's Criminal History
Investigation of McWilson's back ground, by multiple news groups, produced a startling felony criminal background involving gangs, guns, and endangering the lives of police officers. In 1993, when McWilson was 21 years old (an adult) he was arrested, following a high speed police pursuit on public streets. McWilson was the driver of the vehicle in the high speed evasion, which was done to allow other gang members in the vehicle, sufficient time to throw loaded guns out the windows, to get rid of evidence of other felony crimes. Prosecutors reportedly, then allowed McWilson's felony crimes, to be plea bargained down to misdemeanors. A tactic, which is to often used by prosecutors, to reduce work load, and avoid time consuming and expensive trials.
That prosecution laziness in the McWilson case, set up the future hiring of a felony criminal gang banger, involved with guns, as an Oceanside Police Officer. After the reduction in crimes, from felony to misdemeanor McWilson later hired an attorney who argued successfully, that the now misdemeanor crimes, should be removed from McWilson history, based on some perceived good conduct. McWilson later applies for a position as an Oceanside Police Officer.
Several years after McWilson is hired as an Oceanside Police Officer, he began conspiring with Aimee Rich to defraud, and embezzle funds from her employer, Royal Pacific Construction. That conspiracy continued until 2008 when Royal Pacific Construction filed their complaint against Rich. It is not know how much the City of Oceanside, and it's police department, knew about McWilson's felony criminal background, when they hired him. All request for interviews, and information, have been declined as usual. As a former police officer, this reporter knows it would not have been difficult for the OPD to get that information in a standard background check. Those court records never disappear, even if McWilson lied to OPD interviewers. Which raises questions about the hiring standards for the OPD as McWilson is not the only Oceanside officer committing felony crimes, that should have never gotten a badge.
Officer Damon Smith Evidence Tampering & Cover Up
In mid 2009, while the McWilson investigation was underway, the OPD & eight year veteran Officer Damon Smith's Evidence Tampering Conspiracy was activated. Officer Smith was caught in court, under oath, with evidence tampering in criminal arrest and prosecutions, covering an eight year period. All complaints and investigations of Smith were suppressed by the OPD to protect an ongoing Police & Firefighter Union Election Fraud conspiracy, involving million of tax dollars to expanded pay and benefits, and the District Attorney's Officer to protect other Oceanside Police and DA evidence tampering.
An investigation of Smith's background history disclosed that Smith had been fired from the Oceanside Police Academy, before he even graduated, based on substandard performance. Smith, a black officer, then filed a high dollar financial claim against the City and the Police Department, with allegations of racial, and sexual discrimination by WHITE Female Training Police Officers. The City and OPD panicked, agreed to sent his to another police academy, and then re-hired him as an Oceanside Police Officer. Upon hitting the streets Officer Smith started secretly recording criminal investigations on audio tape, and hiding the evidence from the court system, for the next eight years. Just another Oceanside Officer that should have never got a badge.
THE POST CONVICTION PUBLIC FRAUD
Corrupt Oceanside Police Chief Frank McCoy, under fire for a long history of police corruption cover up, and conspiracy with local City Council Members, issued public statements trying to deflect on going complaints of of wide spread Oceanside Police corruption and it's cover up. McCoy told the press that Sgt. McWilson's guilty plea was a clear demonstration of the Police Departments commitment to Justice.
"A clear message was sent that regardless of if someone is a police officer or whatever their profession is, our department will conduct a thorough and fair investigation"
Chief McCoy refused all request to talk about the on going Police and Firefighter Election fraud conspiracy, to expand police pay and benefits. McCoy did not want to discuss at least eight years of evidence tampering, and it's cover up, involving Oceanside Police Officers Smith, Domonique, Brush, Doyle, Crossman, and others, including existing criminal complaints against the lead investigator on the McWilson case, Detective Mike Brown, and Chief McCoy, for covering up other police corruption.
Lead Prosecutor DDA Anna Winn stated that Police Officers are "heroes", and "protectors" such that Sgt. McWilson's conviction was painful to all honest Police Officers. DDA Winn stated:
"Anytime a Police Officer commits a crime, it betrays all police officers and it betrays the public trust"
At this same point in time, the San Diego DA's office, and DA Bonnie Dumanis is actively conspiring to obstruct justice in the Cynthia Sommer Murder prosecution, and suppressing criminal complaints against DDA Laura Gunn for covering up the Oceanside Officer Damon Smith evidence tampering, and DDA Daniel Rodriguez, for evidence tampering with Oceanside Officer Jon Domonique, and the County Sheriffs.
The Oceanside Police, and the San Diego District Attorneys Office have a long documented history of obstructing justice, and covering up Police and DA corruption. There are many unanswered questions on the Sgt McWilson investigation, about who knew what, and when, and no one in the Oceanside Police Department, or the District Attorney's Office is willing to talk about it.
