OCEANSIDE POLICE CORRUPTION COVER UP CONSPIRACY CONFIRMED BY OPD SUPERVISING DETECTIVE MATT CHRISTENSON
This reporters cold knock interview on 12-29-11 at the Oceanside Police Investigation Division, caught Supervising Detective Sgt. Matt Christenson off guard, and the truth came pouring out. Sgt. Christenson's statements confirmed that large numbers of Oceanside Police Officers had been conspiring to suppress criminal complaints, filed against OPD police officers and district attorneys, and conspiring to obstructing justice, to cover up at least twelve years of Oceanside Police evidence tampering in criminal arrest and investigations, perjury, falsification of police reports, and election fraud.
THE AUDIO AND WRITTEN EVIDENCE
THE FBI COVER UP
To document GTI News's undercover investigation, between April 2009 and March 2013, more than a half a dozen senior police officers, supervising Sergeants, Police Lieutenants, Captains, Internal Affairs, and even the Chief Of Police Frank McCoy, were given written, signed, felony criminal complaints on the police & DA corruption. The filings were recorded on audio tape for verification. Those officers include, but are limited to, Internal Affairs Sgt. Ron Hardy, CSO Ken Crossman, Sgt. Tom Wayer, Sgt. Karen Priem, Sgt. Aaron Doyle, Officer J. Perez, Officer Brush, Detective Brown, and Chief Of Police Frank McCoy. There has be no follow up, from any officer on any complaint, no evidence of investigations, and now Supervising Det. Sgt. Christenson confirms that none of the criminal complaints were sent to the investigation division of the Oceanside Police.
Christenson had obviously not been "read in" or kept up to date, with the on going Oceanside Patrol division conspiracy to suppress all criminal complaints, involving Oceanside Police officers. Christenson was not prepared for questions on criminal complaints he had never heard of, and that he had not been told to keep quiet about.
Large scale evidence tampering, perjury, falsification of police reports, election fraud, and the conspiracy to cover it up in Oceanside, remained mostly hidden from the public view, from 2001 to 2009. However, with only a few public exposures of individual police criminal corruption that could not be suppressed, and the active protection of a corrupt City Council and City Attorney, the confidence of the Police and Firefighters, and their unions, expanded in all directions.
The cover up, and the protection of the cover up, became more aggressive, and more criminal as time passed. The motives are as old as crime itself, greed and self protection. Greed for higher pay and more retirement benefits, and protection to keep cops, DA's, and Firefighters out of prison, and keep a good public image in tact for union contract negotiations.
THE OCEANSIDE POLICE DEPT.
On 12-29-11 at 2:45pm, this reporter contacted the front desk officer at the Oceanside Police Department, with press credential issued by the OPD visible on a neck strap, and audio recorder in hand. This reporter requested contact with the detective handling the investigation of Chief Frank McCoy, Capt. Reginald Grigsby, and Sgt. Travis Norton, regarding the sworn statements of Oceanside Officer Garcia. Officer Garcia had stated that in August 2009, the officers had conspired to obstruct justice by ordering Officer Garcia to destroy evidence in, and forget about, the criminal investigation of, Sgt. David Larson.

The 2009 Chief McCoy, etal, evidence tampering conspiracy had been front page news in every newspaper, and television news broadcast since its discovery six weeks earlier, with the filing of a wrongful termination lawsuit by OPD Officer Gilbert Garcia on November 14, 2011. The Oceanside police and Chief McCoy conspiracy to obstruct justice, involving police audio tape evidence tampering, was just the most recent confirmed OPD conspiracy, involving hidden audio tape evidence. A series of OPD officers had been caught hiding, and destroying audio evidence tapes, in criminal prosecutions covering a time period of more than ten years, and all of the investigations had been suppressed by the Oceanside Police, and others.
The front desk officer, stated that she had no knowledge of any evidence tampering criminal investigations involving Chief McCoy, or any other Oceanside Police Officer. The desk officer suggested this reporter contact the OPD Investigation Division, in the building next door.
At approximately 2:50pm this reporter contacted an unidentified female, working behind security bars, at the front desk of the OPD investigation division. This reporter identified myself, and requested to speak with the detective handling the criminal investigation of Chief McCoy, Capt. Grigsby, and Sgt. Norton in the Sgt Larson DUI, and evidence tampering investigation. The unidentified woman stated she did not know of any such investigation. When the female worker was told, if there was no investigation, then the question became, why not. This reporter asked to talk with a supervising detective, and was asked to wait.

MORE AUDIO EVIDENCE TAPES OF POLICE COVER UP
Two men appeared through a key code access security door, dressed in plain clothes, shirt and tie, and the lead man identified himself as Sgt. Matt Christenson. This reporter identified myself by name as an investigative photo journalist, with press credentials clearly displayed on a neck strap.
When Sgt. Christenson was told this reporter had questions on the criminal investigation of Chief McCoy, Capt. Grigsby, and Sgt. Norton in the Officer Garcia evidence tampering investigation, Christenson immediately interrupted, and stopped the conversation. Christenson demanded this reporter hand over his Oceanside PD press credentials for inspection. Christenson then began an interrogation of this reporter about what GTI News Photo was, or was not, knowing that the press credential in his hand, were issued by the Oceanside Police Department.
Following the interrogation on GTI News's press credentials, Christenson responded to this reporters statement on the Chief McCoy, etal, evidence tampering investigation, and stated,
Sgt. Christenson: "The problem is I have no clue what you are talking about".
This reporter handed Christenson a copy of court records, with Officer Garcia's sworn statements, and started a brief explanation of Officer Garcia's sworn charges against Chief McCoy, Capt. Grigsby, and Sgt. Norton. Christenson immediately stopped the conversation again, returned the public record court evidence, without reviewing it, and stated,
"Your are going about this the wrong way, because what we do here is handle criminal complaints filed by citizens of Oceanside, they come to individual units, and I would issue it to detectives"
A supervising Detective Sgt. of the OPD is given sworn public record evidence, from an OPD Officer, stating multiple senior OPD officers have been conspiring to obstruct justice, and Sgt. Christenson is doing everything he can to shut down the interview, and leave the OPD investigations reception area. Under more questions, Christenson states that if such a crime report came to him, he would assign it for investigation.
Sgt. Christenson was asked if he had any crime report in his unit now, or in the past, on audio evidence tapering by Officer Damon Smith.
Sgt. Christenson stated, "I do not"

Sgt. Christenson was asked if he would like to have any of the OPD criminal complaint filing numbers, from Oceanside citizens complaints, on the evidence tampering.
Christenson stated, "No, .......have you talked to Sgt. Ron Hardy"
Once again Christenson attempts to shut down the conversation on criminal police evidence tampering, and its cover up by Oceanside Police officers, by trying to push this reporter off onto the internal affairs Sgt. Ron Hardy.
Sgt. Christenson has just stated that the investigation division's job is to handle criminal complaints, filed by Oceanside citizens. However, when this reporter offers to provide those criminal complaint filing numbers, from citizen criminal complaints to Sgt. Christenson:
Christenson states, "NO".
Sgt. Christenson was advised that a number of the complaints had been previously filed with Internal Affairs Sgt. Hardy, and that this reporters investigation disclosed that Sgt. Hardy, was coordinating press control with the suspect Officer Smith, when he was suppose to be investigating Officer Smith. This reporter offered documentation to Sgt. Christenson on the Officer Smith evidence tampering complaints.
Christenson: stammers, incoherently
Christenson is told in plain language that Internal Affairs Sgt. Ron Hardy is obstructing justice in his investigation of the Officer Damon Smith police evidence tampering, and the only thing Sgt. Christenson can do is stammer and speak incoherently. Christenson is still looking for a way to avoid this reporters questions, as he keeps moving back toward the exit security door. Christenson continues to state that this reporter is "talking to the wrong person". Sgt. Christenson is observably uncomfortable, and having difficulty coping with questions on Oceanside police corruption, and the offer of evidence to support the questions.
Investigations, that according to Sgt. Christenson's earlier statements, he has no clue, what police evidence tampering this reporter was talking about. Christenson continues to move toward the exit security door stating:
Christenson: "I'm going to have to go attend to my business",
Christenson continues to denies all knowledge of the Chief Frank McCoy, Capt. Grigsby, Sgt. Norton evidence tampering conspiracy as he hastily exits through the security door.
Sgt. Christenson's statements confirm, that all written, and oral criminal complaints filed against Oceanside Police Officers by this reporter, as an Oceanside citizen, as part of this reporters two year undercover investigation, were never forwarded to the investigation division. Sgt. Christenson's actions, and statements also confirm that Christenson did not want to hear about Oceanside Police corruption, criminal complaints filed by Oceanside citizens with his department, or the evidence to support those complaints.
Additional confirmation on the long term department wide obstruction of justice, came from the sworn statements of Oceanside Officer Gilbert Garcia's First Amended Complaint dated February 9, 2012.

The amended complaint added "Racketeering" allegations, also know as organized crime, to the lawsuit against the City of Oceanside, Chief Frank McCoy, Capt. Grigsby, and others. The ammended complaint cited a long list of long term wide spread organized cover up of criminal conduct by "white" Oceanside Police Officers, while minorities were punished for the same crimes.
Internal Affairs Sgt. Ron Hardy was prominent in Garcia's allegations of corruption cover up. This former police officer/reporter has observed Sgt. Hardy suppressing and obstructing criminal complaints involving Oceanside Police Officers on multiple occasions, that were captured on audio tape.

It is not the first time City Attorney Mullen conspired with Oceanside Police, Firefighters, and Council Members to suppress criminal complaints against, and investigation of, Oceanside first responders, for public corruption. Mullen was a regular witness at city council meeting between 2008 and 2012, to the police and city council corruption, its cover up, and the intimidation of witnesses, and citizens, by police assault and harassment, in attempts to silence complaints.

It seems that mutual aid agreements, between law enforcement agencies designed for emergency conditions, extends far beyond local public crime, earthquakes, floods, and the like.
