Mayor Jim Wood is the hired gun, and well paid mouth piece for the Oceanside Police & Firefighter Crime Mob. In this case Crime Mob is an appropriate term defined by conduct. The Oceanside Police and Fire Departments are actively involved in election fraud for profit, extensive police evidence tampering, conspiracy, obstruction of justice, perjury, falsification of police reports & campaign finance records, and false arrest and false prosecutions to cover up the criminal operations. The Oceanside City Council blocks and suppress all complaints & investigations. Some council members are paid extra for this service, others are coerced and intimidated.

Mayor Jim Wood is a corrupt politician, retired from a corrupt Oceanside Police Department. A close study of the council chamber practices, of this 31 year veteran of the Oceanside Police Department, explains a lot about the extensive organized criminal corruption in the Oceanside Police Department.

Co-Conspirator (Accessory)

In common law, an accessory could not be found guilty unless the actual perpetrator was convicted. In most U.S. jurisdictions today, however, an accessory can be convicted even if the principal actor is not arrested or is acquitted. The prosecution must establish that the accessory in some way instigated, furthered, or concealed the crime. Typically, punishment for a convicted accessory is not as severe as that for the perpetrator

An accessory after the fact is someone who knows that a crime has occurred but nonetheless helps to conceal it. Today, this action is often termed obstructing justice.

In Criminal Law, contributing to or aiding in the commission of a crime. One who, without being present at the commission of an offense, becomes guilty of such offense, not as a chief actor, but as a participant, as by command, advice, instigation, or concealment; either before or after the fact or commission.

 

Mayor Wood has a short temper, and a vindictive personality, when dealing with people that challenge his control, or those that investigate him, or the Oceanside Police Department. Mayor Wood regularly, and publicly attacks press groups like the North County Times, and the Union Tribune for reporting on the corruption coming from the city council, police department, and fire department. When irritated or mad, Mayor Wood will loose control, and use his position as Mayor to retaliate against citizens he does not like.

Mayor Wood's initial attacks on citizens involve manipulating the City Council Meeting Agenda sequence to discourage citizens that come to the meetings to complain about police or council corruption. Citizens requesting to speak before the council are scheduled on the agenda, to speak early in the meeting, as a courtesy, so citizens do not have to sit, and wait for hours of council agenda items. However, If Mayor Wood recognizes citizens in the chamber as individuals that are there to complain about the criminal corruption, Mayor Wood will not hesitate to instruct the clerk to move the citizen speaking forum to the very end of the council meeting, as what Mayor Wood considers punishment. This may sound childish and petty, but there is method to the corruption. It is an effective method of controlling the information, discouraging complaints, and clearing out the council chambers of other citizens, before the complaints are heard. These tactical assaults are coupled with falsification of council records to remove citizen complaints from the permanent record.

This reporter, as a citizen of Oceanside, decided to use the public council meeting, over a period of several months, as a method of placing documentation, and supporting evidence, of complaints into the public record, and the city council knew this could be used as evidence against them in the future.

On Wednesday, February 24, 2010 this reported arrived at the city council chambers, and immediately came under police surveillance by three Oceanside police officers. In recent council presentation this reporter had been connecting Mayor Wood and Council Member Sanchez to the Officer Damon Smith Evidence Tampering cover up. Mayor Wood was more than a little irritated with the investigation. As I laid out connections between the Officer Smith evidence tampering cover up, and Mayor Wood, the Mayor immediately ordered the three police officers to seize this reporter, and remove me from the council chamber. There were no violations of the law and no arrest. I was forced out of the council chamber, against my will, and order by police to stay out. The suspected criminal conspiracy was real, and activated on the order by Mayor Jim Wood. The criminal complaints against Mayor Wood were suppressed by the Oceanside Police Department to protect the on going election fraud conspiracy

A felony criminal complaint was drafted and filed under the Oceanside Police CI#10003712, and filed with the San Diego County District Attorney, and the Attorney General's Office. The felony complaint was, as usual, suppressed and ignored by all agencies to protect other on going criminal operations. The public documentation that this reporter had been putting in place for months, was simply so damming, that the Oceanside Police and City Council, were willing to take a chance on a false arrest, to try and silence the investigation.
