The FBI civil rights protections of citizens just melted away, when the pubic corruption protection of the "Blue Wall" of the badges, and their unions money was at risk. That's what happened, when the civil rights protections of Mike Shields and others, came up against the FBI public corruption protections of the Oceanside Police and Fire Departments, the San Diego County District Attorney's Office, and their public union's greed. All requests for interviews with the FBI and the California Attorney General's Office, on the public corruption cover up were refused.
The FBI has the best PUBLIC CORRUPTION cover up statement going, "The FBI says they never discusses investigations", especially when the investigations don't exist, and the FBI does not want anyone to know, they don't exist. The perfect cover, for public corruption cover up.

THE FBI NOTIFICATION HISTORY
Starting in September of 2009, as GTI's undercover investigation exposed more and more hard evidence, of large scale first responder public corruption. This reporter's initiated contact was with Agent Aguirre of the Federal Bureau Of Investigation, in San Diego, Ca. A series of phone calls, UPS document packages, and e-mails, with attached documentation were provide to Agent Aguirre and the FBI starting on September 25, 2009, and continuing into 2010 and 2011. The FBI knew everything, and they conspired to look the other way.

In 2009 this reporter told Agent Aguirre, that the San Diego District Attorneys Office, the Oceanside Police and Fire Departments, and their political and financial supporters were involved in large scale evidence tampering in criminal prosecutions, election fraud for union profit, civil rights violations, a DA insurance fraud conspiracy, and obstruction of justice, in the filing and investigation of citizens criminal complaints on the corruption.

Oceanside Citizen Prosecuted On Phony Felony Charge For Opposing Police and Fire Election Tampering

In mid March of 2010 there was no observable evidence of any FBI investigation, or any evidence of FBI interest in the public corruption. On 3-17-10, to build a verifiable public record of notification to the FBI, this reporter shipped, via UPS, several hundred pages of public records, audio recording, and complaint copies on the election fraud, the evidence tampering, and the civil rights violations, to the Supervising Agent In Charge of the San Diego FBI office, Keith Slotter. These were the same records that were filed with the California Attorney Generals Office, and the San Diego County District Attorney.

On March 26, 2010, with no reply from the FBI, this reporter telephone Agent Aguirre once again, to verify receipt of the documentation on the police and firefighter election fraud and the Officer Damon Smith audio tape evidence tampering, previously discussed with Agent Aguirre. Aguirre stated he knew nothing about the documentation, but would check on it, and get back to me.
Two hours after the phone contact, the Oceanside Police and DA audio tape evidence tampering, and obstruction of justice expanded again, with the receipt of an e-mail from Oceanside citizen Michael Shields. The e-mail stated that the Oceanside Police and the San Diego District Attorney's Office has once again tampered with, and hidden audio tape evidence, while an innocent man was prosecuted for a felony crime he did not commit. Mr. Shields was contacted and interviewed, and the circumstances were almost identical to those of the Officer Damon Smith audio tape evidence tampering, discussed with Agent Aguirre just two hours earlier. A copy of the Shields e-mail was immediately forwarded to Agent Aguirre.

The Shields e-mail and first interview started a two month investigation by GTI News Photo. An investigation that would not only add more names of Oceanside Police Officers involved in audio tape evidence tampering, to the Officer Damon Smith list, it would connect to more audio tape evidence tampering of another Deputy District Attorney named Daniel Rodriguez, and the county Sheriffs Department.
THE MICHAEL SHIELDS PUBLIC CORRUPTION & CIVIL RIGHTS VIOLATIONS
In January of 2009 a traffic accident and assault investigation by Oceanside Officer Jon Domonique, resulted in the false arrest of the victim, Michael Shields. Several hours after the arrest, at the Oceanside Police Department, an audio tape statement taken by Officer Domonique, from Michael Shields, reveled the mistaken false arrest. The mistake quickly turned into evidence tampering and obstruction of justice as Officer Domonique falsified his police report to hide the existence of the audio tape statement, hid the audio tape, and allowed an innocent man to be prosecuted on a felony crime he did not commit. In October of 2009, Shields first prosecutor DDA Daniel Rodriquez, was removed from the Shields prosecution, and suspended pending investigation, for hiding audio tape evidence in a rape kidnap case in the city of Vista, CA. DDA Rodriguez was replaced by DDA Elizabeth Silva. The false prosecution of Shields continued for six more months, until the day trial started in March 2010. With Officer Domonique facing trial testimony, under oath, the hidden audio tape suddenly appeared in the hands of DDA Elizabeth Silva, along with many excuses for the evidence tampering and obstruction of justice. The jury heard the audio tape, and found Michael Shields not guilt on all counts. Officer Domonique and the DDA's that hid the evidence, were protected from investigation, arrest, and prosecution.

OCEANSIDE OFFICER JON DOMONIQUE AND DDA DANIEL RODRIGUEZ AUDIO TAPE EVIDENCE TAMPERING & COVER UP CONSPIRACY PROSECUTING AND INNOCENT MAN
In early May of 2010, after a two month GTI News Photo investigation of the Shields e-mail, to verify the players involved, and the facts in the Shields e-mail, this reporter took the documentation to the Oceanside Police and City Council. Neither agency wanted to hear about more Oceanside police audio tape evidence tampering, and refused to act on oral complaints. GTI News Photo then forced the filing of the documentation as criminal complaint #10006749 with the Oceanside Police Department, dated 5-6-10. Copies of the complaint were sent to the San Diego District Attorney's Office, the California Attorney General, and to Special Agent Keith Slotter of the FBI.

On May 11, 2010 hard copies of the above investigation documentation including the police report, court transcript of the hidden audio tape, the criminal complaint filed with the Oceanside Police, and another copy of the original Shields e-mail was shipped via UPS to Agent Aguirre and the FBI. The shipment was to maintain verifiable notification of the FBI on the public corruption and civil rights violations.
On May 26, 2010 with no follow up or contact from the FBI on the complaints, this reporter sent an e-mail to Agent Aguirre questioning the lack of action by the FBI, in the face of such large scale public corruption, with supporting hard evidence. The following reply was received the same day.
AGENT AGUIRRE E-MAIL NOTICE & FBI REPLY OF INVESTIGATION DATED 5-26-10, stating:
"I have submitted this information to the squad that handles public corruption in the North County. If you would like to speak to someone personally about these issue please feel free to call the North County Resident Agency at 760-929-0811. A duty agent is available daily to speak or meet with the public about their concerns."
GTI News Photo attempted more than a dozen contacts with the FBI North County Office, by phone and e-mail between May and October of 2010, with no follow up from the FBI. Phone contacts with Agents Gicking, and Duczaksloski made it clear the FBI did not want to hear about Police and DA public corruption. The contacts with FBI North County Office did verify large discrepancies in the Agent Aguirre e-mail of 5-26-10. There is "NO PUBLIC CORRUPTION INVESTIGTION SQUAD IN THE NORTH COUNTY OFFICE", and no one in that office wants to talk with the public, or the press, about pubic corruption of first responders. All request for meetings, or interviews, were rejected.
On October 21, 2010 this reported went to the FBI North County Office, with recorder in hand, requesting an interview with Agent Gicking on the involvement of the FBI in covering up public corruption in San Diego County. Agent Bedel was sent to the lobby to talk with this reporter. The conversation was recorded on audio tape to verify direct notification of the FBI on the Oceanside Police & Firefighter Election Fraud, the evidence tampering by Police Officers and District Attorneys, civil rights violations, and the obstruction of all complaints and investigations by all law enforcement agencies. Agent Bedel did not want to hear about, or talk about Michael Shields and first responder public corruption in San Diego County.
On 1-7-11 a follow up contact with Mr. Shields disclosed that all of his attempts to file a civil right complaint with Agent Gicking of the North County FBI Office had failed. Mr. Shields stated he had made multiple contacts with the North County Office, and left two phone messages on Agent Gicking's message system stating Shields wanted to file a civil rights complaint. Shields stated he never heard back from Agent Gicking, or anyone else in the FBI.
This reporter had also provide Agent Gicking, and the FBI with extensive documentation on the Shields case, and other civil rights violations against citizens that opposed the Oceanside Police, Fire, City Council, and District Attorney public corruption, with no response from the FBI. More than fourteen FBI agents (listed below) were contacted between September of 2009 and December 2011 regarding the massive Public Corruption, and Civil Rights Violations that were occurring at the hands of Police Officers, District Attorneys, and the Elected Officials they control.

The FBI and it's public image web site states that Civil Rights Protection investigations are one of the FBI's highest priorities. The civil rights violations, against Mr. Shields, Mr. Schapiro, Mr. Lido, and its cover up, by the Oceanside Police and the San Diego District Attorneys Office are as bad as it gets, without some one getting killed. However, what the FBI says about civil rights, and what the FBI does about civil right protections, is two different things when large numbers of first responders, and their public unions are involved in the public corruption. That double standard of FBI and California Attorney General investigations, and prosecutions, was forced to the surface in the recent San Diego DA - Police Ticket Fixing conspiracy, and the Chief McCoy - Officer Garcia conspiracy to destroy evidence, that could not be covered up.
