MAYOR WOOD & DEPUTY MAYOR SANCHEZ CAMPAIGN FINANCES LINKED TO PUBLIC CORRUPTION COVER UP
In 2008 and 2009, Oceanside Mayor Jim Wood, and Deputy Mayor Esther Sanchez used their re-election Political Action Committees (PAC), and their official powers, to financially support and protect a criminal conspiracy against Oceanside citizens, by the Oceanside Police and Firefighters. The public corruption plan was to falsify and manipulate the Kern Recall Election for personal and political profit. It was not the first time, nor would it be the last time that Wood and Sanchez would become involved in public corruption.
The Oceanside Police and Firefighters have been the primary financial and political supporters, for the election, and re-election of Council Members Wood and Sanchez since 2001. Former OPD Officer Wood, now Mayor Wood, and criminal defense attorney Deputy Mayor Sanchez, in exchange for continuing campaign finance money, have consistently provided support and political protection for all Police and Firefighter public corruption.

In most U.S. jurisdictions today,......... an accessory can be convicted even if the principal actor is not arrested or is acquitted. The prosecution must establish that the accessory in some way instigated, furthered, or concealed the crime.
An accessory after the fact is someone who knows that a crime has occurred but nonetheless helps to conceal it. Today, this action is often termed obstructing justice.
In Criminal Law, contributing to or aiding in the commission of a crime. One who, without being present at the commission of an offense, becomes guilty of such offense, not as a chief actor, but as a participant, as by command, advice, instigation, or concealment; either before or after the fact or commission.

The Oceanside Police would provide the protection of the election fraud from criminal investigation, and all necessary intimidation of citizens, to silence any protest, as previously reported by GTI News Photo.
Oceanside Citizen Prosecuted On Phony Felony Charge For Opposing Police and Fire Election Tampering

The Firefighters would coordinate the collection and flow of money to criminally manipulate the election votes of Oceanside citizens, with the goal of expanding the police and firefighter unions pay and benefits. The firefighters needed to split, and coordinate the money flow through multiple coconspirator Political Action Committees (PAC), in order to hide the financial control, and manipulation of the election process. This public corruption required the full cooperation of the heads of key PAC's and the PAC officers to falsify campaign finance records where ever necessary. It would also require the cooperation of the Main Line News Media to protect the Police, Firefighters, and their unions from news investigations and reporting, as reported earlier by GTI News Photo.
FPPC VERIFIES ELECTION RECORD FALSIFICATION

As the election manipulation conspiracy required taking advantage of the six month campaign finance reporting cycles, the PAC to Recall Kern could not be filed until January of 2009, however, the firefighter plan required that massive falsified campaign literature had to be prepared and ready for distribution to manipulate citizens votes as soon as the recall papers were filed. This deception required trustworthy PAC's, controlled by the firefighters and police, that were already setup in Oceanside.
Three of those critical PACs were the "The Committee To Re-elect Mayor Jim Wood", the re-election committee for Deputy Mayor Esther Sanchez, "The Friends Of Esther Sanchez", and the "Charles Lowery for Council PAC". By the end of 2008 the Firefighters and Police Unions had spent $33,797.44 for the preparation and distribution of falsified campaign literature listed as North County Times Ads, Mailers, and Signs.

The $33,000 plus of campaign literature was reported by the Firefighters and the various PACs as an "independent expenditure". This means the money did not go directly to the PACs, but was paid by the Firefighters, directly to the North County Times, and others on behalf of the three PACs. The Firefighter and the Police Unions planned, financed, and distributed falsified campaign literature to support an ongoing criminal conspiracy to tamper with an election and manipulate the votes of Oceanside citizens, with the full knowledge and support of Mayor Jim Wood, Deputy Mayor Esther Sanchez, and the officers of their PACs.
Mayor Wood and Deputy Mayor Sanchez had the legal obligations to know what was being financed and distributed on the behalf of their re-election PAC's, and reported on their campaign finance records under penalty of perjury. Wood and Sanchez were also advised in person, by this reporter with documentation, on more than six (6) occasions that the PACs were falsifying campaign finance records and distributing fraudulent campaign literature. The documentation and criminal complaints were also filed in writing with the City of Oceanside, and The Oceanside Police Department, the District Attorney's Office, and the California Attorney General's Office. All complaints were suppressed without investigation or follow up.
The police and firefighter election fraud conspiracy was not the only criminal conduct protected and covered up by Mayor Wood, Deputy Mayor Sanchez, and other council members during the two year period. In the middle of the election fraud conspiracy, in April of 2009, large scale Oceanside Police and DA evidence tampering was first exposed, and reported on by GTI News Photo.

Mayor Wood and Deputy Mayor Sanchez continued to obstruct justice in all of the public corruption to protect their campaign finance, their political careers, and to avoid prison time. Any criminal investigation of the police and DA evidence tampering would have lead directly to the election fraud, and any investigation of the election fraud would have lead directly to the police and DA evidence tampering. Innocent people have been prosecuted by police and DA's to protect the public corruption. Many more innocent people may be in prison.
In 2011 the citizens of Oceanside have more than two million dollars of debt, as a direct result of the Police and Firefighter election fraud conspiracy, and massive evidence tampering. That debt is projected to rise to 5.6 million by 2015. Mayor Wood, Deputy Mayor Esther Sanchez, and the Oceanside City Council has spent the past twelve months frantically looking for new taxes and fees to offset the public corruption.
